1. Introduction
This manual is published in accordance with section 51 of the Promotion of Access to Information Act 2 of 2000 (PAIA). It provides guidance to any person who wishes to request access to records held by MPK Development (Pty) Ltd.
MPK Development maintains this manual as part of its broader commitment to sound corporate governance, transparency, and information management practice, consistent with the standards expected of a technology partner trusted with client, operational, and financial data.

4. Guide on How to Use PAIA
The South African Human Rights Commission (SAHRC) has compiled a guide to assist persons who wish to exercise their rights under PAIA. This guide is available from the SAHRC at www.sahrc.org.za or may be obtained in any of the official languages upon request.
5. Categories of Records Held
MPK Development holds records in the following categories:
- Corporate and statutory records: registration documents, resolutions, share register, CIPC filings.
- Financial records: invoices, bank statements, tax returns, SARS correspondence.
- Human resources records: employment contracts, payroll records (where applicable).
- Client and service records: contracts, proposals, project documentation, and system architecture records.
- Correspondence: emails and written communications related to business operations.
- IT and infrastructure records: system documentation, software licences, hosting agreements, and security configuration records.
- Website and marketing records: website content, analytics data, marketing collateral.

7. How to Submit a Request for Access
Requests for access to records must be submitted in writing using the prescribed Form C (available from the SAHRC website) addressed to the Information Officer.
Requests must include:
- Your full name, identity number, and contact details.
- A description of the records to which access is requested.
- The form in which access is required (e.g., copy, inspection).
- The reason for the request.

8. Request Fees
A request fee is payable as prescribed under PAIA Regulations. The current prescribed fees are published by the Department of Justice and Constitutional Development. MPK Development will notify you of the applicable fee before processing your request.
9. Response Timeframes
MPK Development will respond to a PAIA request within 30 days of receipt, unless an extension is required under the Act, in which case you will be notified accordingly.
10. Grounds for Refusal
Access to records may be refused on grounds permitted by PAIA, including but not limited to:
- Records containing personal information about a third party who has not consented to disclosure.
- Records subject to legal professional privilege.
- Records the disclosure of which would endanger the safety or life of an individual.
- Records constituting confidential commercial information, including client system architecture, proprietary source code, and other trade secrets.
Where a request is refused, you will be given written reasons and informed of your right to appeal.
11. Remedies Available on Refusal
If your request is refused, you may:
- Apply to the Information Regulator for intervention.
- Apply to the High Court for relief.
